Why is my 6 foot dicksonia antartica tree fern only produce small fronds?

hard to say as you gave no clues at all regarding the care and conditions.

generally i bet too low air humidity. if that is so - more watering or regular misting is no real help, because you would have to mist like every hour. better move the plant to a more closed, shaded place where the air humidity can build up. i personally recomend throwing a large sheet of wrapping paper over it to shade it and to limit the air flow arond the plant thus give it chance to retain the moisture. or if it is already shaded and still has too little air humidity, throuw plastic foil over it to create more closed-air environment - that is what i do with orchids and nepenthes when hot weather comes
